The members of the chamber considering the bill meet in separate party caucuses to hear an explanation of the bill. They might hear from the sponsor, nonpartisan committee staff, or other staff. Members discuss and ask questions. Caucus meetings are usually open, but can be closed to observers and staff if a legislator requests it.
